It still doesn't work for me even with a target finding radius of 1.
But it worked when I tried to set the inner and outer sky radius to
more standard numbers (e.g. 6 and 12), even with a relatively large
target finding radius!

Very strange. It must have something to do with sampling, tracking,
seeing, software bug ... I don't know. But I have a technique that
works so I will just let it rest.
