interesting comparison.  My results from the file
ftp://ftp.nofs.navy.mil/pub/outgoing/aah/sequence/j0025.dat
from last night, using UCAC2, yield
00:25:11.09  +12:17:12.3
with errors under 100mas, so quite in agreement with David's.
USNO-B, especially if you use the proper motion fields, is a good
alternative to UCAC for those fields not yet released or where
the star density is low.
